I enclose a printed copy of the Hong Kong University Advisory Committee's Report and am sorry that it has not been possible to let you have this earlier.
As you know, the Secretary of State has now received the Report but I am afraid there is likely to be a little delay in reaching a decision on the Committee's recommendations. Meanwhile I have been asked to remind you again of the confidential nature of the Report.
Lay 1 alao take this opportunity of thanking you for all your help and co-operation during the period of the Committee's meetings which so considerably lightened my task as Secretary.
